Throwing away his vote
Saddam, apparently, did not vote on Saturday even though he was eligible. He "rejects the project," meaning that he chooses not to support the very idea of the new constitution and a referendum therefore. Of course, in declining to vote for political reasons he was also exercising a right that was unavailable to ordinary Iraqis under his rule.
