I was going to guess the rowing buoys from the KU course on the Kansas River, due to the darkness of the water. (Kansas has a lot of suspended silt due to soft fluffy soils)

I was gonna guess they were vertical pipelines for removing excess carbon dioxide from the bottom of a volcanic lake in order to keep a "limnic eruption" from occuring.
