Her majesty's tax collectors are confused

Death, taxes, and rational responses to the prospects of both are inevitable: "50p tax rate 'failing to boost revenues’".

Of course, setting aside the ignorant or the easily fooled, nobody who supports high marginal rates does so because they expect to increase revenues. Rather, liberals want higher rates because they promote a certain conception of "fairness" that reflects what such people believe to be a major purpose of government.

Do they have Mormon Millionaires over there who pay more to LDS than they do to the inland revenue?

That disjointed comment appears to make no point, or if it does it makes a point I'm not following. Are you trying to highlight how much in charitable donations Romney has made, or are you complaining that you believe he should pay the government more than he gives away to charity? Or was there some other focus?

Is there a problem with paying more to one's own purposes than to a government?

I'm fairly sure that was an anti-Mormon, or perhaps anti-religion, comment.

If 10% is good enough for God, then 20% should be more than good enough for Government, because they think they're twice as good as the Almighty anyway...
