Perhaps this is the true reason the pols in Washington, having set up the possibility of a shut down of "nonessential" programs--and I'm speaking primarily of the Democrats who had all of 2010 to come up with a budget, suddenly deemed it necessary to come to an agreement. Should the general populace see what is considered "nonessential" to the political class, they (the taxpayers) would wonder why in the world we are paying for these programs.

It's obvious from the story told at your link, that someone, needed to make it look like there were government workers where there were none.
