Perhaps the most telling statistic has to do with arms caches count and cleared: 6187 for 2007 through Dec. 7, and 2659 for 2006.
That suggests that it isn't a mere matter of terrorists, be they Baathist or Jihadist or both, lying in wait until the Americans leave, as some have suggested. If have fewer arms you have less capability of waging war.
Several years ago American Spectator had an article on the amount of conventional arms left behind by Saddam: a lot. The article gave the impression that Iraq was one huge ammunition dump. It would appear that we have had some success in getting rid of the arms.
