Ben Franklin even had something to say about the impact of regulatory uncertainty on economic growth:


Where there’s no Law, there’s no Bread.

Certain truths have been self-evident for a long time.

The 1099 requirement is still out there, and it will, by itself, reduce economic activity. Congressional Democrats are insane to have pushed ObamaCare for this reason alone, notwithstanding all it's regulatory uncertainty and attendant bureaucracy.
