Roberts nominated for Chief Justice of the United States 

Good move. Increasingly, we understand the borders of the John Roberts nomination. His confirmation hearings probably will not be as taxing for the administration as those of an unknown nominee. By getting the Chief Justice confirmation out of the way with a relatively uncontroversial nominee ("uncontroversial" being a relative, rather than an absolute, condition), Bush gives himself the breathing room to get the worst of the Katrina mess in the rear view mirror and do a good job picking and vetting a nominee for the O'Connor seat.

Katrina or not, given Rehnquist's health, wasn't this the unstated strategy all along? Especially after Roberts proved to be so bulletproof?
