Note that the reference is the civilian labor force. Before Reagan the members of the armed forces were not considered to be employed. Rather, they were considered institutionalized, i.e., placed in the same category as the prison population and those in mental institutions. Reagan forced a change in how soldiers, sailor, and marines were accounted.
