Definitely an equestrian obstacle course of some type. No rings so it can't be a joust. The balloons are used by target by the single action shooter crowd, but but aiming at the ground?

I will guess it is a demonstration of Snake Speed Shooting from Horseback, a time honored tradition in some parts of the Southwest.

You know, you posted an image of your daughter playing polo/lacrosse and I still didn't put that together with the balloons on the ground. What is the propoper name for that sport?

The proper name for the polo/lacrosse game is, er, "polocrosse." It is a recognized sport, orgiginating in Australia, with a governing body, official rules and specialized equipment. It is also an event for which United States Pony Clubs has a national competition.

The balloons are a prop for the most entertaining Pony Club event, "Games." Games consists of a whole series of competitive stunts on horseback. One of those Games is "Balloons," in which you have to ride past the balloons, preferably at high speed, and pop one with a stick with a spike on the end of it. It is harder that it looks for a number of reasons, including that some horses are afraid of balloons or the popping thereof.

So it's kind of like "jousting for snakes". Must be fun to watch, especially when you know the players!
