In theory technocracy would mean letting the experts in their various fields make the decisions. The benevolent Commissar of Highways would make the decisions on where and when to place highways, the benevolent Commissar of Revenue would decide the form and amount of taxation, and so on. In practice it seems to mean a form of autocracy in which experts in some particular field (oddly, the field of the person espousing technocracy) make all the decisions.

Didn't Bill Buckley say that he'd rather be ruled by the first hundred names in the phone book than the faculty of Harvard College?

Not the Cambrige MA phone book though.
