The Spanish government will learn that appeasement does not pay
Bomb Found on Rail Line in Spain' - headline, A.P. We do not know the source of the bomb, but we can take a wild guess. We can also predict the reaction of most Europeans: It's obviously Bush's fault.
UPDATE: There's more, via U.S.S. Neverdock: Three letter bombs have arrived at Spanish newspapers, diffused successfully.

1705 GMT - A bomb discovered under Spanish high-speed rail tracks south of Madrid on April 2 was not completely installed and was missing part of the detonation device, Spanish news agency EFE reports, citing sources within the investigation. The sources say they believe the culprits might have been surprised while installing the device and fled to avoid detection. Investigators also believe the bomb was placed on April 2, sometime after 8 a.m. local time; the National Guard and railworkers inspected the same stretch of tracks around 7:30 that morning and found nothing. The bomb was discovered a little after 11:00 a.m. The package was dry, and there was rain in the area the night before.
Apparently the explosive in the bomb was the same material -- Goma 2 ECO dynamite -- as that used in the Madrid bombings on March 11.
